Release Mugshots as Public Records
A mugshot is a booking photograph connected to an arrest, jail booking, or correctional record. Lincoln County Jail materials say newly admitted inmates are photographed, and the indexed sheriff roster fields include Photo. That makes the current roster a possible place to see a booking image while a person is still in custody. It does not mean Lincoln County publishes a permanent gallery of released inmate mugshots. Once a person is released, the live roster may stop displaying that booking entry, and formal confirmation may require a records request.
Colorado treats many criminal justice records under the Colorado Criminal Justice Records Act, C.R.S. 24-72-301 through 309, while general public records are handled under CORA, C.R.S. 24-72-201 through 206. Records of official action have a stronger public-access status, but not every record is open in full. That supports use of the roster for current custody, not a promise that released people remain visible for a fixed period.
